need help on naka skill

i want to know the 3rd skill in naka dull weapon skill tree(Decrease enemy atk rate,sry forget the name>.<) is useable with battle weapon coz. and is it worth it to take the skills?

Couple of time I've been hit by fellow nakayudas with this skill, so I think it is applicable with battle weapon, and IMO, it will be useful in pvp combat.
In pvm, it also can be used to "drag" one monster away from the mobs, or used when you're fighting monster bosses with high damage.
Besides, after reach amara level you will not have much skills left to take

It ise usable, in matter faq all yudas use it on 1 vs 1 duels, it reduces at lvl 5 25% of damage, and that is kinda a lot.
